The Pulaski community and its publicly funded hatchery enjoy one of the world’s best and most affordable salmon runs. But about 20 years ago, the Barclay Family of Oswego County won a lawsuit allowing them to charge for access along the Salmon River. Today, three companies charge for access, and there is growing concern that, if privatization continues, locals will eventually be priced out of their own waters.
